What Do We Mean by “Budget”?
In simple words, the budget is the government’s yearly plan of income and spending. Just like a family plans how much money it will earn and how it will spend, the government prepares a budget for the entire country.

The Union Budget is prepared by the Ministry of Finance and presented by the Finance Minister in Parliament. It shows how the government plans to use public money in the coming year.
💵 Where Does the Government Get Money From?
The government earns money mainly from taxes (income tax, GST, customs duty), fees, and dividends from public sector enterprises. This money is collected from citizens and businesses.
📤 Where Is the Money Spent?
Government spending includes education, healthcare, roads, railways, defence, pensions, subsidies, and welfare schemes. Every rupee collected is planned to be spent through the budget.
